Position Summary

The Deputy Head of Programme (DHOP) is responsible for day-to-day programme implementation of the PIREDD Bas Uele Activity and will ensure the systematic delivery of high-quality support and sustained tracking of meaningful results. This position will be responsible for technical, management, partnership, and monitoring aspects of the program, which is implemented in partnership with Parc Agroindustrial de Dingila and EcoTransferts.

This position is being advertised for the anticipated Central Africa Forest Initiative (CAFI) / Fonds Nationale REDD+ (FONAREDD) funded and United Nations Operations (UNOPS) contracted PiREDD program in the Bas Uele Provence of Democratic Republic of Congo. We are looking for individuals who have a passion for people and nature.

The Activity is expected to improve population wellbeing and   to enhance agricultural productivity and markets in ways that protect and restore ecosystems and biodiversity by empowering local ownership and agency over decision making and natural resource management. The project will deliver climate resilient agricultural growth combined with forest and landscape management approaches and accountable local natural resource governance systems that pave the way for payments for ecosystem services. The long-term aim is to reduce deforestation and forest degradation rates while increasing food security, enhancing access to safe and nutritious foods, protecting biodiversity, and creating job opportunities and sustainable livelihoods. The successful candidate will be based in Buta, DRC, and report to the Head of Programme for the PiREDD Bas Uele Province project.

Responsibilities

  • Day-to-day programme implementation of the PIREDD Bas Uele Activity, to ensure the systematic delivery of high-quality support and sustained tracking of meaningful results.
  • Soliciting and coordinating technical input from AWF, partners, and contractors. 
  • Establish and oversee a systematized monitoring and evaluation with streamlined quarterly and yearly means of verification in accordance with the PIREDD results framework.
  • Coordinating and planning governance and project management meetings including the documentation and tracking of agreed outcomes and deliverables.
  • Maintain programme risk log, M&E framework, results framework, baseline information, annual work plans and other required corporate programme elements.
  • In close collaboration with the Team Leader of CIDD, oversee the day-to-day financial management of PIREDD-HU, and facilitate the provision of information relevant to support effective decision-making at the managerial level, and amongst the PIREDD-HU team.
  • Provide comprehensive leadership, direction, and oversight of the Activity to ensure its effective and consistent implementation, guided by evidence, learning, and adaptation.
  • Ensure the quality and responsiveness of development assistance provided within the activity, making necessary adjustments to operations to align with CAFI, FONAREDD and/or UNOPS requirements.
  • Directly supervise strategic planning, performance management, partner and stakeholder engagement, management of grantees and subcontractors, financial oversight, budgeting, human resource management, and compliance with ethical standards.
  • Responsible for the timely completion and delivery of all project deliverables, including annual work plans, progress reports, and technical outputs.
  • Responsible for the implementation of activities, ensuring technical assistance meets high standards and aligns with desired outcomes.
  • Contribute to strong relationships with government counterparts and private sector entities, civil society organizations, research institutes and other partners involved in or affected by the Activity by fulfilling agreed delivery targets in a timely way.
  • Contribute to an inclusive office culture that prioritizes integrity, open communication, and compliance with local laws and regulations, and AWF policies.
  • Provide supervision, coaching, and mentorship to technical and administrative staff, consultants, grantees, subcontractors, and partners.
  • Analyze conditions that support or hamper sustainable policy development, and recommend appropriate interventions ensuring synergies between various actors, and various levels of engagement in DRC PiREDD processes.
  • Optimize utilization of Project Management methodologies by comprehensively updating plans on a weekly basis by: Signing off completed tasks/activities/work plans; Assigning work plans; Rescheduling/revising activities/tasks/work plans and budgets; Adding new activities/tasks/work plans and budgets; and Explaining delays.

Required Qualifications:

  • Minimum of ten (10) years of relevant management, supervisory, and technical experience with at least five (5) years’ experience leading field teams and partners in the implementation of multimillion-dollar donor-funded projects.
  • Academic background and demonstrated experience in one or more of the following technical disciplines: natural resource management, climate change, agronomics-related fields, forest landscape management and/or other relevant technical areas.
  • Proven experience leading and managing large complex projects budgets, delivering, and reporting results, adaptive management, and compliance with donor requirements.
  • Previous experience implementing activities linking climate resilient agriculture systems transformation to reduced deforestation forest degradation efforts.
  • Genuine respect for the skills and perspectives of communities, partner organizations and the private sector.
  • Demonstrated supervisory work experience including supervision of technical teams and grantees and/or subcontractor partners to work effectively and efficiently towards achieving a common goal.
  • Prior work experience in Sub-Saharan Africa essential and experience in the DRC preferred.
  • Fluency in French and English with excellent oral and written communication skills required.
  • Willingness and ability to travel to and visit project sites as needed in remote and physically challenges.
